Land application of biosolids and manure is an important mechanism for recycling nutrients in the food system. While federal law prescribes certain practices that affect the recycling of these materials, the states have each enacted their own regulatory regimes. This creates substantial state-by-state diversity in the rules for when, where, and how nutrients can be recycled through land application.
